Citibank Inglewood Branch Complaint

Citibank debit card
Today I was in the Inglewood Branch,CA. I have been unable to receive a debit card that works. I have been sent three cards an the three digit security code has not matched any of them since August. I have called on the 877 number for customer service, an they where unable to issue a correct card. I go to the branch office and Juan Cortes, who had a condescending demeanor was very unprofessional. He cancelled out my card an offered to issue a ATM card. When he went to the back an stated he was unable to issue out a card because there was none in the back. I requested to be issued through another branch and he stated have a nice day and he could not do that. This kind of behavior is very dissatisfying and distasteful. I would like a response and this situation to be rectified. Maybe I should go higher
